This course provides an overview of monitoring and evaluation (M&E) in today’s organizations and development programs. It examines strategic planning for projects and the role of M&E systems in ensuring accountability, learning, and effective decision-making. The course defines monitoring and evaluation, results-based management, and performance measurement, and it describes how strong M&E practices and data-driven insights can be core competencies for organizations.
Strategic challenges will be discussed regarding collecting reliable data, managing complex indicators, ensuring stakeholder participation, and addressing ethical considerations related to data quality and reporting accuracy. Additional topics include evaluating program effectiveness, managing baseline and endline assessments, and navigating challenges related to limited resources, cultural context, and organizational capacity.
Furthermore, the development and use of M&E metrics are explored, along with specific strategic tools such as logical frameworks (Log Frames), theories of change, key performance indicators (KPIs), data collection instruments, cost-effectiveness analysis, and M&E audits. Emphasis is placed on how these tools support evidence-based decision-making, enhance program quality, and strengthen overall organizational performance.
